Is it normal for a computer to turn off/on several times after restart?

I recently built a new computer (for the first time). When I turn on the computer, it works fine, but when I restart the computer, it turns off/on three times before turning on. Is this normal?

Motherboard: MSI p55-GD65
PSU: OCZ 550 Watts Modxstream
Video: Sapphire Radeon 5770

No its definitely not normal, most likely has something to do with the power supply.
